The terminal at Starport Nuka will indicate -1 star cores outside the Galactic Zone when this core has been picked up twice. This makes it possible to obtain the Quantum X-01 power armor before finishing all relevant quests. The star core will still respawn after the Hubologists move into the junkyard warehouse. All you need to do in order to secure Galactic Zone is to obtain 20 Star Cores. I tried it on a stealth character, managed to kill less than five robots (not including turrets).
